On felt, trace 4½-inch circles. My mug had a 4-inch diameter, which worked.
Cut out the circles.
Cut pipe cleaners slightly shorter than the width of the felt circle.
Using glue, adhere the pipe cleaner to the felt. Wait 30 minutes.
Fold the circle in half along the pipe cleaner.
Bend the two ends of pipe cleaner towards each other,
then insert finger to poof out the sides.
Hershey Kisses fit, as well as individually wrapped Lifesavers.
The pithy fortunes were found on the internet, printed and cut out.
To insure that nothing falls out, you might want to dab
a spot or two of glue to close up the cookie.
